This multi-criteria decision tool is designed to help Colorado water providers explore financing options for their watershed health and wildfire resilience goals. The tool takes users through 4 threshold issues:

  1. Alignment of watershed health goals and interventions with municipal bond and State Revolving Fund requirements
  2. Identification of co-benefits correlated with these watershed health goals and interventions
  3. Identification of legal and accounting pathways that can enable the utility to finance upstream watershed health interventions

Watershed Health Goals

A wide variety of nature-based interventions can help Colorado water providers protect their forested watersheds and build resilience to wildfires, and many of these are eligible for bond financing, Clean Water State Revolving Fund loans, and/or Drinking Water Revolving Fund loans. Investing in these interventions can help meet watershed health goals such as improved water quality, erosion control, reduced sedimentation, increased supply resilience, and watershed land conservation.
